When Sass introduced the scss syntax I started using it, and it was sold by saying that css is valid scss. And, it is still. I can take any css file I import, change its file extension to scss, and Sass no longer complains. To me removing importing of css pretty much defeats the entire purpose of the scss syntax. I'm not writing a custom importer just so I can import a few css. That's adding additional unnecessary complexity to a process that's already way more complicated than it should be.
